Russian President Vladimir Putin said that a clear-cut line should be drawn between international security and interference into internal affairs of a sovereign state.

“The boundaries should be unambiguously drawn delimiting unilateral actions and a necessity of multilateral mechanisms,” Putin said at the Valdai International Discussion Club on Friday.

“Within the framework of international law, a solution should be found to a dilemma – activities of the international community to ensure security and human rights and the non-interference into a state’s domestic affairs.”

These collisions “lead to voluntary foreign interference into complicated internal processes” and “again and again provoke dangerous contradictions among leading world players,” he said.

“An issue of maintaining sovereignty is becoming one of the main issues for preserving and keeping the world stability,” Putin said.
The Russian president said that a discussion on criteria for possibility to use external force is extremely difficult and in fact, it cannot be separated from interests of other countries.

Although an absence of comprehensible agreements and well-defined conditions is far more dangerous to determine when this interference is urgent and legitimate, Putin said.
